This is one of Charles, the Daily Feed Dog's friends. The neighbor cat has much larger friends like these, especially when Max ties it to a mattress in the gara- uh, nevermind. The Christmas light is provided for scale because it was lying around at the time and because you'd never get us to put our finger anywhere near a tick that big.
